Rajender Pal Upadhyaya

Shri Rajender Pal Upadhyaya is a Full-Time Member of the Public Grievances Commission, Government of the National Capital Territory of Delhi. He is a 1991-batch officer of the Indian Police Service, AGMUT cadre, and brings over three decades of experience in law enforcement and public administration to the Commission.

Shri Upadhyaya's career includes nearly nine years at the head of three different state and Union Territory police forces. He served as Asstt. Inspector General of Police for Daman, Diu and Dadra & Nagar Haveli from 2003 to 2005, and went on head in Chandigarh Police between 2013 and 2016. Subsequently, he was appointed Director General of Police, Arunachal Pradesh in 2019 and held the post till 2022. In 2024, he also served as Director General, Prisons, Delhi. In the following year, he was elevated to the rank of Director General of Police by the Ministry of Home Affairs.

During his time with the Delhi Police, Shri Upadhyaya handled some of the force’s most demanding roles, including as Special Commissioner of Police heading the Special Cell, the Crime Branch, Operations, and Perception Management & Media, as well as earlier charges as Additional DCP (South-West), DCP (North-West), Joint CP (South-Eastern Range) and Special CP (Law & Order, South). Shri Upadhyaya spent four years in the Vigilance Department, first as DCP and then as Additional CP.

He has also served in UNITED NATIONS Peacekeeping Mission as Dy. Police Commissioner, South Sudan in 2022-23. He is a highly decorated officer, awarded President Gallantry Medal in 2006, President Medal for Distinguished service in 2015, President Medal for meritorious services in 2008 and UN Peace Medal in 2023.
